I think Leon could still make up the difference through late absentees, both in LA County and SB County. There is precedence for this... in a water board race, Democratic incumbent and gadfly John Mendoza ultimately lost his seat when all the ballots were counted to Fred Lantz, who is the husband of Republican City Councilmember Paula Lantz (although she later changed to NPP).
If it gets sub 100 votes and I was working for Leon I would get a recount for SB County (you can do recounts by jurisdiction), and try to get GOP funds to cover the amount. Right now there are 13,700 total votes and the primary had 16,952 when all was said and done. With up to 3,000 outstanding votes I would not yet call the election.
